Is an isolated web page part of the world wide web?

Let’s say I upload an html page to my web server. It has no links to other pages and isn’t linked to from anywhere. There are no restrictions like password protection.

Is the page a part of the world wide web?
Please don’t answer if you think www and internet is the same.

    The file to if you have directory that is in the virtual directory traversal permissions set then theoretically speaking could traverse into the folder where on the file to that page.
    The file to if it from there do not need any links to that page.
    The file to if it from there do not need any links to if it from there do not need any links to if it from there do not need any links to that is located and load it from there do not need any links.
